대한민국 정부는 12일부터 유류세 20% 인하 즉시 반영한다고 발표했습니다!

정부의 유류세 인하분을 최대한 반영하도록 하겠다고 밝혔습니다.

에너지 가격 상승과 유가 등 공급 차질이 예상보다 길어질 것으로 보여
서민 경제와 물가 안정에 총력을 기울이겠다고 밝혔다.

정부는 지난달 26일 중앙재난안전대책본부 회의에서
지난 12일부터 내년 4월 말까지 약 6개월간 유류세를 사상 최대인 20% 인하하는
물가안정계획을 발표했습니다.
이 차관은 "정유소 수출 단계에서 유류세가 부과되기 때문에 인하 시행 전인 12일 휘발유를 빼내 인하 효과를 반영하는데 시간이 걸릴 수 있다"고 말했습니다. 유류세 인하 효과를 높이기 위한 방안을 철저히 수립해 추진하겠습니다."
이를 위해 정부는 저유소(저유소)의 영업시간과 배송시간을 주말을 포함해 최대 24시간으로 연장하고 주유소별로 할당된 물량을 분할 공급하기로 했습니다. 이 계획은 유류세 인하 조치가 전국의 모든 주유소에 신속히 공급되도록 하는 것입니다.

이 차관은 유류세 인하 조치가 시행되는 12일부터는 가능한 한 빨리 반영될 것이라며 자영업 주유소들도 주유소협회 회원들을 독려해 자발적인 가격 인하를 유도할 것이라고 말했다."
"민관 합동 시장 조사단을 구성해 매일 전국 주유소의 정유사 공급가격과 판매 가격을 점검할 것입니다"라고 그는 말했습니다. 담합 등 불공정 행위가 발생하면 공정위 조사를 통해 적극 대응하겠습니다."
그는 유류세 인하와 함께 추진 중인 액화천연가스(LNG) 관세율 0% 적용으로 연말까지 민가스를 동결하겠다며 12월부터는 상업용 가스 요금과 발전용 가스 요금에 관세 인하를 반영하겠다고 덧붙였다."
농축수산물 가격 관리 노력도 강화될 것입니다.
김치의 가격을 안정시키기 위해, 정부는 김치가 집중되는 11월 말부터 12월 초까지 배추, 무, 고추, 마늘과 같은 김치 채소의 공급을 확대하고 할인 행사를 늘릴 예정입니다.
계란값을 더 낮추기 위해 포천축협과 여주 해밀에 12월 시험관 2곳을 열어 계란값이 경매로 투명하게 결정될 수 있도록 제도개선을 추진할 예정입니다.
유류세의 용어에 대해서도 간단하게 알아보겠습니다!
휘발유와 경유 등 일부 석유파생연료에 붙는
7개의 세금 및 준조세를 통칭하는 용어입니다.
휘발유를 1ℓ를 기준으로 유류세 종류를 보면
교통세(529원 정액),
주행세(교통세의 26%),
교육세(교통세의 15%),
부가가치세(세율 10%),
개별소비세,
관세
등이 붙습니다.
액화석유가스(LPG)나
부탄연료라면
여기에 판매부과금이 추가됩니다.
정부는 유류에 대해 L당 정해진 액수로 세금을 부과한다.
종량제 방식입니다.
현재 유류세는 휘발유 소비자 판매가격의 60%정도를 차지하고 있으며,
휘발유 1ℓ 값에는 가장 큰 몫을 차지하는 교통세(529원)가 정액분이어서
제품 가격이 떨어지더라도 부과되는 세금은 거의 변동이 없습니다.
따라서, 국제유가가 배럴당 1달러로 급락한다 해도 소비자가 구매할 수 있는
휘발유가격은 각종 세금 때문에 ℓ당 1천원이 넘을 수밖에 없는 구조입니다.
한편, 정부는 유가급등에 따른 대책으로
2018년 11월 6일부터 2019년 5월 6일까지 6개월간 한시적으로 유류세를 15%인하했다가
인하조치를 8월31일까지 4개월간 추가로 연장했었습니다.
하지만 인하폭은 2019년 5월7일부터 15%에서 7%로 축소했다.
또한 2021년 11월 정부는 물가안정을 위해 2021년 11월 12일부터 4월 말까지
약 6개월간 유류세 20%를 인하하기로 발표했습니다.

At a meeting of the Central Disaster and Safety Countermeasures Headquarters on the 26th of last month, the government announced a price stabilization plan to cut oil taxes by 20%, the largest ever, for about six months from the 12th to the end of April next year.
Since the oil tax is imposed at the refinery's export stage, gasoline taken out before the cut is implemented on the 12th and it may take time to reflect the cut effect, Vice Minister Lee said. "We will thoroughly establish and implement measures to improve the effectiveness of the oil tax cut."
To this end, the government will extend the operating hours and delivery hours of oil storage stations (oil reservoirs) up to 24 hours, including weekends, and supply the allocated supplies for each gas station in installments. The plan is to ensure that oil tax cuts are quickly supplied to all gas stations nationwide.

He added, "We will freeze civil gas charges by the end of the year through the 0% application of liquefied natural gas (LNG) tariff rates promoted along with the oil tax cut," adding, "We will reflect tariff cuts in commercial and power generation gas rates from December."
Efforts to manage prices of agricultural, livestock and fisheries products will also be strengthened.
In order to stabilize the cost of kimchi, the government will expand the supply of kimchi vegetables such as cabbage, radish, red pepper, and garlic from late November to early December, when kimchi is concentrated, and increase discount events.
In order to lower egg prices further, two trial halls will be opened in Pocheon Livestock Cooperative and Yeoju Haemil in December to push for system improvement so that egg prices can be transparently determined by auction.
